Yes, There is a responsibility of any public entity to preserve and improve (when necessary) the physical space they occupy. There may be provisions within the city structure to assist the business owner financially but "help" should not be expected, beyond advice regarding the public utilities held by the city.
Now, to the truly negligent property owners, those that have been repeatedly notified
(max. 2 X) of property deterioration. It is (or should be) within the policy of the city to cite and fine negligent property owners. I find it most telling that three of the last "new" business owners have improved their store fronts and entryways.
